Manitoba Immigration Draw 2025 Attracts Hundreds of Skilled Pros

Manitoba closed out 2025 with a major provincial immigration round. On Wednesday, December 31, 2025, the Manitoba Provincial Nominee Program conducted its final draw of the year, issuing 421 Letters of Advice to Apply (LAAs) to skilled candidates.

Skilled Worker Stream Dominates the December 31 Draw

Most invitations from the December 31, 2025 draw were issued through the Skilled Worker Stream. Manitoba awarded 353 LAAs to candidates working in priority healthcare-related roles. To be considered, applicants had to confirm current employment in Manitoba within their Expression of Interest profile.

The draw targeted the following National Occupational Classification unit groups :

NOC 00013 Senior managers in health, education, social and community services

NOC 12111 Health information management occupations

NOC 13112 Medical administrative assistants

NOC 21110 Biologists and related scientists

NOC 21120 Public and environmental health and safety professionals

NOC 41301 Therapists in counseling and related therapies

NOC 41404 Health policy researchers, consultants, and program officers

NOC 44101 Home support workers, caregivers, and related occupations

Strategic Recruitment Invitations Issued Same Day

Also on December 31, 2025, Manitoba issued 68 additional LAAs under a strategic recruitment initiative. These invitations were extended to candidates across both Skilled Worker in Manitoba and Skilled Worker Overseas pathways.

Express Entry Candidates Included

Out of the total 421 LAAs issued on December 31, 2025, 118 invitations went to candidates who had a valid Express Entry profile number and job seeker validation code.

Why Some Eligible Candidates Did Not Receive an LAA

Manitoba clarified that candidates who met general eligibility criteria but did not receive an invitation may have had incomplete or invalid information in their EOI. Common reasons include:

Missing or expired language test numbers

Claiming a strategic recruitment invitation without entering a valid invitation number

Applicants can correct these details in their EOI to be reconsidered in future draws.

Regulated Occupations Warning

The MPNP also reiterated that candidates working in regulated occupations may have their applications refused if they cannot prove completion of Manitoba licensing requirements. In such cases, declining the LAA may be advisable.
