UK Boosts NI Public Services Reform with £102.6M Funding

NI public services reform has been boosted by the announcement from Secretary of State Hilary Benn MP regarding the release of £102.6 million by the UK Government to facilitate transformation in Northern Ireland’s public services. This funding represents the final distribution from the £235 million transformation fund allocated to the Northern Ireland Executive as part of the comprehensive restoration package in 2024. The significant package, revealed by finance minister John O’Dowd, will drive six Executive projects aimed at improving health, community services, finance, and agriculture. A notable portion, about £42 million, is earmarked for the ePharmacy Primary Care Digital Reform Programme. This initiative will transition from paper prescriptions to a digital system that enables the electronic transfer of prescriptions directly to community pharmacies throughout Northern Ireland. By moving away from manual processing of over 45 million paper prescriptions annually, this reform is anticipated to vastly enhance service efficiency. From enhancing access to prescription services to providing children and families the necessary support to thrive, this Government is creating tangible change for the citizens of Northern Ireland. I take pride in our ability to secure the largest devolution settlement for Northern Ireland, along with an additional £750 million in Barnett consequentials through the Budget and Spring Statement. These financial avenues, in conjunction with the transformation fund, empower the Executive to implement vital changes to public services that meet the needs of the people in Northern Ireland." This funding initiative follows the suggestions of the Public Sector Transformation Board. This board consists of officials from the Northern Ireland Civil Service and UK Government, supported by independent experts, who provide recommendations to the Finance Minister regarding the distribution of the £235 million ringfenced funding. This transformation funding aligns with the extensive £3.3 billion Executive restoration package designated for Northern Ireland. The six initiatives endorsed by the Transformation Board and set to receive funding include: - £42 million for the ePharmacy Primary Care Digital Reform Programme, which will facilitate the electronic transfer of prescriptions and establish a new digital platform for clinical services in community pharmacies, improving access to healthcare and bringing treatment closer to patients’ homes. - £29.2 million for the Together for Families project, a collaboration involving the Department of Health, The National Lottery Community Fund, and the Voluntary and Community sector, which will create a region-wide, tiered model of early assistance, ensuring families have access to the right help, at the right time, and in the right location. Additionally, the National Lottery Community Fund will contribute £30 million to the initiative – marking its first strategic investment of this nature in Northern Ireland. - £16 million allocated to the Pathway to Work and Wellbeing proposal led by the Department for Communities. This initiative will redesign the Health and Work model in collaboration with the Departments of Health and Economy, promoting stronger integration between employment and health services to assist more individuals in finding and maintaining employment. - £6 million for the Department of Finance’s Digital Workplace programme, aimed at modernizing records and information management across the Civil Service. This initiative will reduce duplication and manual handling, facilitating quicker access to information and allowing staff more time to focus on citizen-facing activities. - £4 million for the Bovine Tuberculosis Research Project by the Department of Agriculture, Environment and Rural Affairs, to implement a pioneering regional pilot. This initiative will collaborate with partners across Ireland to restructure the management of bovine tuberculosis. A Shared Island Fund investment of about £5.6 million will also be utilized to support this research project. - £5.3 million towards the NISRA Data Linkage programme led by the Department of Finance, enabling the safe linkage of data across departments.
