Single Patient Record Cuts A&E Visits by 20,000 Annually

The introduction of the single patient record will significantly reduce A&E visits, estimating a drop of up to 20,000 patients annually, along with 6,000 fewer hospital admissions each year. This reform, enabled by new legislation, is a crucial step in the government's initiative to modernize the NHS in England for future readiness. Formally referred to as the NHS modernisation bill (Health Bill), this legislation is scheduled for debate in Parliament today (1 June 2026). One of its key features is the implementation of the single patient record, which will finally connect fragmented health information nationwide. With the single patient record, all NHS providers, such as hospitals and GPs, will be required to share data securely. This connectivity allows the appropriate healthcare professionals across England to access a patient's medical history, regardless of their treatment location. For patients, the advantages are clear—they will no longer need to repeatedly share their medical history, fostering safer, better-coordinated care. Clinicians will have all relevant details at their disposal when they need them. The single patient record is designed to enhance local care, integrating community services and assisting patients in managing their conditions. By ensuring better community care for frail patients, it is poised to reduce A&E attendance and minimize misdiagnoses. This record will offer clinicians comprehensive visibility over patients' medication, allergies, and prescription histories. As a result, they can provide safer treatments—leading the NHS to save over £20 million annually on unnecessary medication expenses. Additionally, the availability of patient data on-demand will save healthcare professionals around 500,000 hours each year, allowing them to dedicate more time to patient care instead of administrative tasks. Patients will also gain greater control over their healthcare. The system will feature robust safeguards, clear audit trails, and choices about how their information is utilized. The single patient record offers a precise source of truth for both patients and clinicians, ensuring higher-quality, safer, and more personalized care." Clinicians will gain improved access to these records by 2027, focusing on specialties like maternity and frailty care. Currently, expectant mothers must recall their complete medical histories with midwives, which can lead to information gaps during their pregnancies. The single patient record will rectify this challenge from the outset. Dr. Michael Cocker, a consultant obstetrician, affirmed that this innovation will set a new standard for maternity care. Additionally, Dr. Maurice Cohen, a consultant geriatrician, remarked that the single patient record would allow the NHS to prioritize patient needs more directly. The bill aims to eliminate bureaucratic redundancies, enabling more resources to be funneled towards frontline services by clearly transferring NHS England's responsibilities to the Department of Health and Social Care (DHSC). Local leaders have voiced concerns about the dual structure of the NHS, leading to confusion, inefficiency, and diminished democratic accountability. By dissolving NHS England, the government can minimize duplication, repurpose resources for direct patient care, and enhance patient engagement in the decision-making process. As part of the NHS modernisation bill's second reading, NHS Online, the new online hospital trust, has been established with John Browett appointed as the chairman. Launching in 2027, NHS Online will provide virtual specialist care via the NHS App and video consultations—this new service aims to facilitate quick and efficient connections between patients and clinicians across England. NHS Online is projected to deliver up to 8.5 million appointments and assessments in its first three years, quadrupling the typical output of conventional trusts and significantly reducing waiting times for superior access to expert healthcare. This initiative further exemplifies the government's commitment to digitizing health services and modernizing the healthcare sector for the 21st century. Recent developments indicate that the government has met its interim targets for reducing the backlogs inherited from previous administrations, with the overall waiting list now at its lowest in three and a half years—decreasing by 110,000 in March, the most considerable monthly improvement in 17 years. Patients now have greater access to care, with over 100 community diagnostic centres operational during evenings and weekends. The government has increased the workforce with 2,000 additional GPs and around 8,700 new mental health professionals, leading to a rise in GP satisfaction rates from 60% in July 2024 to 75% in March 2026. Moreover, patients can now book GP appointments online, alleviating the morning rush for available time slots. Ambulance response times for critical conditions such as strokes and heart attacks have improved by three minutes compared to last year, while NHS productivity has risen by 2.8%.
