Exactly 126 years ago, a naval officer named Carlyon Bellairs asked a pivotal question: how can Britain enhance the security and resilience of its subsea cables? Even in the early 20th century, telegraph cables forged the foundations for global connectivity, enabling rapid financial transactions, communications, and military exchanges across continents. Bellairs understood that while this innovation transformed global commerce and power dynamics, it also introduced significant vulnerabilities beneath the waves. Fast forward more than a century later, and while technology has advanced significantly, the strategic challenges remain the same. As Bellairs articulated in 1900, our task isn't to eliminate risk—which is impossible given the vast ocean expanse—but rather to construct resilient systems that can endure disruptions. Today, I will present the three fundamental pillars our Government will employ to bolster subsea cable protection: - Resilience through growth - Deterrence - Security **Resilience through growth** Let’s begin with our first pillar: Resilience through growth. Genuine resilience isn’t achieved by withdrawing from the world or encasing our infrastructure in concrete; it arises from economic vitality. Our resilience is intrinsically linked to ensuring that the subsea cable sector thrives as an integral component of the UK’s economic narrative. Today, subsea fibre-optic cables serve as the unsung heroes of our economy. Without these cables, the UK would effectively be isolated from global communication, and much of our digital life would grind to a halt. Every international payment, cross-border transaction, and data exchange between UK businesses and foreign markets relies on these underwater systems. The demand for these capabilities is rapidly increasing. Recent advancements, particularly in artificial intelligence, are driving a monumental surge in infrastructure investment. Just last month, the Secretary of State for Digital, Culture, Media and Sport (DSIT) highlighted the Government’s ambitions related to Sovereign AI at RUSI. Thanks to committed government initiatives, the private sector is poised to invest billions in the UK’s AI infrastructure, fostering growth and high-quality jobs. However, these advancements depend on data management, much of which is facilitated by subsea cables. Hence, supporting the next generation of cable investment is crucial. Many existing cables were installed two decades ago during the first data center boom, necessitating government action to cultivate conditions that favor commercial success. This starts with sensible regulation. We are currently reassessing our legal framework to ensure it propels growth rather than stifles it. For instance, we’re adopting a pragmatic approach to environmental regulations by minimizing unnecessary red tape for laying, maintaining, and removing subsea cables, particularly in deeper waters where marine life impact is minimal. Second, we are ensuring that our domestic capabilities are robust enough to maintain this network. Presently, if a cable breaks in UK waters, a repair vessel typically arrives within eight days, which is a commendable response time worldwide. However, we cannot take this for granted. Therefore, our Government is completing a thorough market analysis to guarantee the sustainability of a UK-flagged repair fleet for years to come. Investments like these enhance our resilience. The core mission of the newly expanded National Wealth Fund is to attract private investment, upgrade critical infrastructure, and fortify future supply chains, illuminating how government action can catalyze progress. Recently, we announced an exciting £600 million project to develop the Eastern Green Link 4, a 530km subsea energy highway beneath the North Sea. This investment will enhance our national energy grid, fortify domestic supply chains, and secure high-skilled job opportunities in the UK. By fostering strong domestic industries not only do we protect our infrastructure but also bolster Britain's standing in key sectors. Our resilience is powered by our growth. **Deterrence** While promoting economic growth is vital, we must also protect it, which introduces our second pillar: Deterrence. A common misconception is that our subsea cables are utterly defenseless, allowing adversaries to operate undetected. Let me clarify: this is fundamentally incorrect. We consistently monitor and actively deter threats against this essential infrastructure. Recently, the Defence Secretary disclosed that our Armed Forces have collaborated with allies to track Russian submarines in UK waters. These submarines aimed to surveil our cables during peacetime, preparing for potential sabotage in conflict. However, this clandestine mission was thwarted as our Royal Navy maintained vigilant oversight of their movements. The clear message to President Putin is: we know your actions, and any interference will have dire repercussions. This military oversight, while often unrecognized, provides the market with the stability and assurance needed to innovate and lead the global AI revolution from the UK. Deterrence requires collaboration between government and industry to enhance seabed monitoring. By leveraging advances in sensing technologies, we can evolve subsea cables from passive conduits to proactive systems that not only transport data but actively detect environmental changes and threats before they can cause disruption. Furthermore, effective deterrence necessitates a robust legal framework. While severe penalties already exist for sabotage directly linked to hostile nations, inappropriate underwater activities often operate in the “grey zone” of ambiguous intent, complicating prosecution. Our existing legal structures, many of which date back to Bellairs’s childhood, are outdated. Thus, I am proud to announce that our Government will propose new legislative initiatives aimed at modernizing our criminal framework in this sector, ensuring tougher, more transparent laws. **Security** The final pillar we’ll discuss is Security, which entails reducing physical and systemic vulnerabilities in our network so we can withstand and swiftly recover from disruptions. Historically, the majority of cable breaks have not resulted from sabotage but from accidental causes, such as natural seabed shifts or dragging anchors. Thus, security necessitates everyday risk mitigation. To guard against accidental damage, I am pleased to endorse the new Fishing Liaison Guidelines from the European Subsea Cables Association. Developed in partnership with government, industry, and the fishing community, these guidelines create a practical framework for safe coexistence and mutual protection of our vital marine infrastructures. Additionally, protecting cable landing stations—critical hubs housing data management and power systems—is essential. We’re collaborating with the National Protective Security Authority and the National Cyber Security Centre to deliver comprehensive guidance on physical and cyber-security for cable operators. Following the Telecommunications Security Act, we’ll consult on new measures requiring all cable operators to ensure robust security protocols. As we analyze future needs, we anticipate that by 2035 the UK will depend on increased cable capacity to meet soaring digital demands. Therefore, we’re actively working to prioritize seabed usage while safeguarding space for future cable routes. Furthermore, our security strategies transcend national boundaries, emphasizing the necessity for international collaboration, particularly with neighboring countries. For instance, we are aligning incident response plans with the Irish Government, with a joint exercise scheduled this year to practice responses to significant subsea cable disruptions. This effort is not a one-time event but part of a sustained program to enhance shared resilience. Moreover, through our leadership in the International Advisory Body for Submarine Cable Resilience, we’re establishing high-security standards internationally—positioning British firms to thrive globally.
