Human rights in China should be a top priority during your upcoming engagement with Chinese officials. We implore the Members of the European Parliament to center their conversations around this critical issue. Our organizations have consistently urged European leaders to advance beyond mere verbal expressions of concern. It's essential to address the ongoing human rights crisis that affects individuals across China with actionable steps. We stand firm in our belief in the universality of human rights and the commitments the European Union (EU) has made to the global community and its own citizens. Yet, too often, human rights issues are sidelined in EU-China relations, overshadowed by security, trade, and other facets of EU foreign policy. Since Xi Jinping took office in 2012, the Chinese government has intensified its crackdown on human rights. This includes widespread arbitrary detentions, forced assimilation, forced labor, and torture, as well as transnational repression that extends beyond China’s borders, including into Europe. Alarmingly, accountability for these severe violations remains virtually non-existent, with few Chinese officials facing repercussions. The Chinese regime exerts relentless control over information and public discourse. Dissent and peaceful assembly are suppressed, and human rights defenders and civil society activists are heavily surveilled and often prosecuted under vague national security laws. Groups that previously enjoyed some degree of operational leeway—such as feminists and the LGBTI community—now experience severe restrictions and harsher penalties. Not only does China reject its international human rights obligations, but it actively seeks to alter global human rights standards and weaken international institutions. As the EU engages with China as both a cooperative partner and a strategic competitor, it is crucial for European institutions to consider all aspects of the Chinese government's actions—particularly regarding the escalating rights violations occurring both domestically and internationally, as well as the active undermining of international human rights standards. During your visit to China, we strongly recommend that you reaffirm the European Parliament's unwavering commitment to the universality and indivisibility of human rights, while also engaging with your Chinese counterparts on the significant human rights violations taking place: - Advocate for the immediate and unconditional release of human rights defenders who have been detained for their legitimate work, specifically naming individuals and echoing the EU’s recent statements at the UN Human Rights Council. - Align with the European Parliament’s recent resolution regarding the new Chinese Law on Promoting Ethnic Unity and Progress, advocating for its repeal due to its infringement on the cultural, linguistic, and religious rights of Tibetans, Uyghurs, and other ethnic groups in China—and the risk of its application beyond China’s borders. - Demand that Chinese authorities provide clarification about individuals whose families are seeking information about their loved ones in the Uyghur Region, particularly regarding the 40 Uyghurs extradited from Thailand to China in February 2025. Push for their right to communicate freely with their families. - Fully support independent, international investigations into allegations from the UN Office of the High Commissioner for Human Rights and the UN Working Group on Arbitrary Detention regarding potential crimes against humanity committed by the Chinese government, particularly against Uyghurs and other non-Han ethnic groups. - End your visit with a public statement expressing solidarity with those in China striving to promote and defend human rights while calling for the immediate release of detained human rights defenders. Following this visit, we urge continued efforts to: - Keep the issue of human rights in China at the forefront of all European Parliament initiatives, including fostering engagement with the EU and its member states aimed at a robust and human rights-centered approach to China. - Intensify efforts to protect and genuinely consult with independent civil society and human rights defenders both within China and in exile. This includes adopting strong resolutions when these defenders face threats due to their work in or on China. - Press the European Commission to prioritize human rights in its economic and political discussions, addressing how China’s low-rights economic model distorts competition and jeopardizes European economic security. This entails implementing trade measures that take into account social and environmental costs. - Ensure that EU and member states anchor their China policy in binding human rights due diligence and enforceable corporate accountability, making human rights a foundational aspect of EU trade and investment policies towards China.
