Niger’s ongoing crisis has created an impossible choice for fuel transport operators and long-haul truck drivers: risk their lives or forfeit their livelihoods. On January 6, 2025, Niger’s transport minister imposed sanctions on at least 34 drivers who refused to deliver fuel to Mali, citing “serious violations of legal and regulatory obligations.” The measure followed repeated attacks by Jama’a Nusrat ul-Islam wa al-Muslimin (JNIM), which have disrupted fuel supplies to Mali’s capital, Bamako, since September 2025.
