£1bn School Sport Funding to End Fitness Inequality

School sport funding is set to improve access to high-quality physical education (PE) and school sports for young people across the UK. The new PE and School Sport Partnerships Network aims to inject national sporting expertise into every primary and secondary school to combat inactivity among students. The government has committed over £1 billion towards school sport over the next three years. This includes investments in the new Partnerships Network, enhancements to school sports facilities, and support for primary schools as they adopt this new framework. With a budget of £580 million that will be operational by Spring 2027, the Network is designed to replace the existing PE and Sport Premium. This shift aims to discard the one-size-fits-all model that has let so many children down, aligning with feedback from key advocates in sports education. In response to ongoing calls from educational institutions, nearly £200 million will be allocated to enhance school sporting facilities. These funds can make facilities more accessible for children with Special Educational Needs and Disabilities (SEND) and also procure additional equipment. Furthermore, a one-off £100 million PE Premium payment will assist primary schools during this transitional period. Currently, less than half of young people achieve the recommended 60 minutes of daily activity. This is especially concerning for girls, children with SEND, and those from disadvantaged backgrounds, with 1 in 5 children facing obesity by the end of primary school. This situation persists despite previous government investments in the PE Premium totaling billions over the last decade. This initiative is part of the broader educational reforms spearheaded by the Education Secretary, which emphasize a more comprehensive and enriched learning experience. This includes prioritizing sports, music, and the arts, supporting the government's aspiration to cultivate the healthiest generation to date. Education Secretary Bridget Phillipson has stated, "This government was elected to widen opportunities for children, regardless of their background. A richer school experience encompasses not only academics but also music, art, drama, and sport." School sports foster confidence, belonging, and well-being, vital attributes that guide children toward success in life while potentially unveiling future sports stars. However, many children have been deprived of these experiences. The new model aims to ensure that all children, whether in primary or secondary school, engage in physical activity, irrespective of their backgrounds or abilities. The updated approach will reinstate the successful strategies of the early 2000s, which were discontinued in 2011. According to Ofsted, the former School Sport Partnerships significantly enhanced access, participation, and connections to local sports clubs. Sports Minister Stephanie Peacock expressed, "We aim for every child to enjoy the perks of sport, both at school and beyond. Our new Partnerships Network guarantees access to high-quality PE lessons, integrating clubs, coaches, and sporting organizations to weave physical activity into children's daily lives." The initiative aims to guide children toward Olympic and Paralympic aspirations or simply nurture a healthier lifestyle. A national delivery partner will collaborate with sports governing bodies to provide tailored support according to each school's needs, directly addressing the activity gap between genders and disadvantaged students. This support may include access to qualified coaches, additional swimming lessons, and increased extracurricular activities. A universal resource will also provide online training for all schools on demand. Simon Hayes, chief executive of Sport England, stated, "We appreciate the government's ongoing dedication to school sport and PE. This funding will enable more children and young people to explore the benefits of physical activity. Investing in facilities can significantly impact communities by facilitating spaces where children can be active while addressing inequalities in access to physical exercise." Creating enriching experiences for young people is fundamental in fostering lifelong healthy habits that promote physical health, mental well-being, and social growth. Sport England is eager to collaborate with schools and partners to ensure this funding generates more avenues for children to engage in sports while building confidence through activity. Robert Sullivan, CEO of the Football Foundation, welcomed the government’s recognition of sport in the lives of young people. He noted the positive transformation well-funded sports facilities bring not just to children but entire communities. Already, with support from the Premier League and the FA, the Foundation invests over £20 million annually into school sports facilities. This new funding will further enhance opportunities for impactful community-level sports facilities. The recent announcement aligns with the Prime Minister's commitment to revamping school sports, first mentioned during a meeting with the Lionesses ahead of the Euros, emphasizing equal sports access for every child. Additionally, this plan is part of the government’s larger initiative to ensure a healthier generation, which also includes implementing free breakfast clubs and extending free school meals. FA CEO Mark Bullingham commented, "We have worked closely with the government to propose a national partnership model which will facilitate networks supporting schools in delivering high-quality sports. Today’s significant funding announcement brings us closer to realizing this partnership model." Clare Sumner, the Chief Policy and Social Impact Officer for the Premier League, emphasized the importance of investing in PE and school sport. Through the Premier League Primary Stars program, they witness firsthand how essential it is for every child to have access to sporting opportunities. Richard Gould, CEO of the ECB, remarked that today's announcement marks progress towards a national partnership model that supports schools in delivering top-notch sports education. Meanwhile, Scott Lloyd, CEO of the LTA, reiterated the vital role sports play in promoting physical activity among children and called for inclusive access to sports for all. Bill Sweeney, CEO of the RFU, expressed support for the renewed focus on ensuring all children experience sports regardless of their background, emphasizing the significance of effective implementation of proposed School Sport Partnerships. Ali Oliver MBE, CEO of the Youth Sport Trust, remarked, "This funding provides greater assurance for schools and is crucial for raising children’s physical activity levels to achieve the government’s ambitious health goals. We acknowledge the dedication and effort of those who have awaited this announcement for so long and remain optimistic about the potential transformation of the landscape of PE and school sport."
