Former M&S Chief Executive Marc Bolland has been appointed to rally CEOs from various industries to accelerate the implementation of Youth Guarantee reforms, ensuring that business perspectives are integrated into public policy. This initiative aims to open up opportunities for young people and to address the urgent issue of one million individuals who are not engaged in employment, education, or training (NEET). In addition to leading prominent corporations such as Marks & Spencer, Morrisons supermarkets, and Heineken, Marc co-founded the nonprofit Movement to Work, which, in collaboration with the DWP, has successfully assisted over 200,000 unemployed youth in finding jobs. As the Lead Non-Executive Director at the Department for Work and Pensions (DWP), Marc will gather top Chief Executives from diverse sectors to explore ways to enhance job opportunities, establish straightforward pathways to employment, and confront the ongoing challenge of youth unemployment. He will also provide guidance to Work and Pensions Secretary Pat McFadden regarding the Government’s response to the Alan Milburn Review, which has recently released its interim findings. This role emphasizes the government's commitment to fostering partnerships between businesses, the nonprofit sector, and organizations representing disabled individuals. Work and Pensions Secretary Pat McFadden stated: "The increasing number of youth not in education, employment, or training represents a significant challenge that has lingered for too long. This is why I tasked Alan Milburn to thoroughly investigate the root causes and propose solutions. Marc Bolland’s appointment is a definitive marker of our seriousness in addressing this issue. His extensive background in business along with his role at Movement to Work positions him perfectly to unite employers and create tangible opportunities for those young individuals who need them the most. I have also instructed senior officials in my department to assess how we can amplify the support we offer to young people, particularly those with health issues. This assessment will involve collaboration with employers, charitable organizations, groups for disabled persons, and the youth themselves." Marc’s responsibilities will include: - Accelerating the delivery of the Government’s Youth Guarantee, ensuring that one million young people, including those with disabilities or health conditions, gain access to employment, training, or education, supported by a £2.5 billion investment. - Engaging employers to bolster business support for youth employment, alongside organizations for disabled individuals, charities, and the youth themselves. - Advising the Secretary of State on the Government’s approach regarding the Milburn review, ensuring that collaboration with businesses and the nonprofit sector remains central to the Government's strategy. Marc brings extensive experience from the upper echelons of business, having held roles as Chief Executive of Marks & Spencer plc, Chief Executive of Morrisons supermarkets, and Chief Operating Officer at Heineken. His commitment to enhancing the lives of young people through employment is further illustrated by his work as founding chairman of Movement to Work, an initiative that offers complimentary support to companies for developing youth employability programs. To date, the organization has facilitated over 200,000 work opportunities for individuals aged 16 to 30 who encounter barriers to employment. Severn Trent has recently emerged as a prominent supporter of the Government’s Youth Guarantee, which aspires to provide every young person the chance to earn or learn. Other backers include the Premier League, Channel 4, the Royal Shakespeare Company, and Pinewood Studios. The Government has enlisted Alan Milburn to investigate the fundamental causes of youth inactivity and to discern what more can be done to assist young people in securing work and learning opportunities. Alan Milburn published his interim report last week, which stresses the urgency for a systemic reset to better support youth employment. The report indicated that if proactive measures are not taken, the NEET rate could escalate from 1 in 8 to 1 in 6 within five years, equating to 1.25 million young lives affected. The government is placing a premium on early intervention, ensuring that support is given to young people before they reach a crisis threshold. Recognizing children with Special Educational Needs and Disabilities (SEND), speech delays, and behavioral issues as early as possible is essential for enhancing long-term outcomes. Marc is the latest high-profile individual from the business realm recruited by the department to leverage their extensive skill set.
