From 25 June to 1 September 2026, the Government is implementing a temporary VAT reduction on meals from children's menus in restaurants and on family leisure activities during the summer months, slashing VAT from 20% to just 5%. This initiative aims to help families indulge in enjoyable outings—from dining out to visiting a theme park or catching a film—during a time when household budgets are strained by rising expenses. Additionally, children aged 5 to 15 in England will benefit from free bus travel throughout August, further enhancing accessibility to summer activities for families. The Government will collaborate with eligible businesses to launch this scheme smoothly. This effort complements the actions already undertaken by the Government to alleviate the cost of living. These include reducing energy costs, freezing prescription charges, shielding drivers from fuel duty hikes, and increasing the minimum wage. We aim to make summer activities more affordable for families. Starting from 25 June until 1 September 2026, the new reduced VAT rate will apply to qualifying services, such as: - Meals designed for children consumed on-site at restaurants—specifically those meals sourced from a children's menu, marketed, presented, and priced accordingly. - Family and children’s tickets for cinemas, theatres, exhibitions, shows, and concerts. - Admission tickets, applicable for both children and adults, to attractions like amusement parks, fairs, circuses, museums, zoos, adventure parks, soft play centers, and observation sites. This reduced rate extends throughout England, Wales, Scotland, and Northern Ireland. It begins with the commencement of the Scottish school summer holidays and continues through the entire UK school summer holiday period. If businesses decide to pass the full savings on to families, here is how the VAT reduction could impact costs for a family of four: - £20 discount on theme park entry tickets - £2 off soft play admission - £6 discount at farm attractions - £17 off wildlife park tickets - £1.50 off children's cinema tickets - £9 off tickets to the circus - £2 discount on children’s meals during outings - £11 off aquarium family tickets This summer, we are encouraging families to explore. All children aged 5 to 15 in England can travel free on local bus services throughout August, easing the financial burden on families looking to partake in summer activities. London already provides a dedicated 5–15-year-old Zip Card scheme, allowing free travel for children across the city. We are committed to offering targeted support while ensuring that public finances remain intact. This temporary VAT relief is focused specifically on UK families and is designed to make family outings more budget-friendly while simultaneously boosting business traffic. This initiative builds on previous governmental measures to cut energy bills, protect motorists from rising fuel duties, and tackle exorbitant pricing practices. Final cost estimates will be verified during the next fiscal review following certification from the Office for Budget Responsibility. How can businesses convey these savings to families? The government anticipates that qualifying businesses will transfer these savings directly to customers by reducing prices for eligible children's meals and tickets, thus reflecting the VAT cut right at the checkout. By passing on the full savings, businesses can attract more customers over the summer, enhancing footfall and contributing to local economies. We understand the cost pressures businesses face, which is why we are also facilitating support via a £4.3 billion package to curb increases in business rates and take action to lower energy costs for intensive industries. How does the reduced VAT rate operate in reality? Eligible activities under this initiative include: - Children's meals served on-site from a dedicated children’s menu that are marketed, presented, and priced as such. - The reduced rate is also applicable to family and children's tickets for cinemas, theatres, exhibitions, concerts, and shows. - The admission tickets qualify for the reduced rate, including sales to adults, for: - Amusement parks and fairs, including water parks and theme parks (excluding pay-per-ride attractions) - Circuses - Adventure parks, including outdoor adventure centers - Museums and similar cultural institutions, encompassing planetariums, heritage sites, natural reserves, and botanical gardens. - Zoos, aquariums, wildlife parks, and farm visitor attractions. - Soft play centers, indoor bounce parks, and indoor recreational facilities. - Observation sites like viewing platforms, towers, and observation wheels. - However, sports facilities are not covered. Certain sports provisions are already VAT-exempt, mainly if provided by qualifying non-profit entities (such as community swimming pools). Regarding season tickets and advance purchases: - If a ticket allows multiple entries outside the specified dates of 25 June to 1 September, like a season ticket, it will not qualify for the relief unless its price matches that of a standard single-entry ticket. - Businesses can apply the 5% VAT rate on eligible sales for entries made between 25 June and 1 September. For sales made before the new legislation is enacted, including those prior to the announcement, businesses may opt to apply the reduced rate or refund the VAT savings.
