Important Updates on SIA Licensing Fees You Must Know

SIA licensing fees are undergoing changes as we review the statutory fees for individual licensing and the voluntary Approved Contractor Scheme (ACS) each year. On April 27, 2023, the Home Office introduced a Statutory Instrument (SI) in Parliament to propose modifications to the ACS annual registration fees. These adjustments will take effect on June 1, 2026. Additionally, another change will also be implemented on June 1, 2026, regarding the discount on applications for those seeking additional individual SIA licenses. ### ACS Annual Registration Fees The amount for ACS annual registration fees will vary depending on the number of SIA license holders employed by the company. As a result, smaller and medium-sized companies will pay lower fees compared to larger organizations. The cost per licensable individual will increase from £15 to £25. This marks the first rise in the annual registration fee since the ACS was established. After adjusting for inflation, this new statutory rate per licensable individual will still be less than the fee when the scheme began in 2006. ### Discount on Additional Licenses The existing 50% discount on applications for additional licenses will continue, but it will now only apply when the second application is submitted on the same day and through the same application form. Previously, discounts could be obtained for additional licenses at any point in time. However, due to the complete repetition of necessary checks, including criminal record evaluations, these fees have been adjusted to reflect the actual costs involved. This change promotes a fairer and more accurate fee structure. ### Fee Levels It is essential that we set and charge fees for services at a level that allows us to recover the full costs related to the ACS and its services. This approach ensures that the government does not profit at consumers' expense or incur losses that taxpayers would need to cover. We calculate fees based on this principle. Similarly, individual license application fees, which are distinct from ACS fees, will also follow this guideline. These recent fee adjustments are unrelated to our new responsibilities and initiatives under Martyn’s Law, for which separate grant funding arrangements have been established by the Home Office to finance the necessary preparatory work and future actions.
