Libya Accountability Key to Stability, UK Tells UN

Libya accountability is crucial in ensuring a stable future for the country. I extend my gratitude to Deputy Prosecutor Khan for her presentation to the Council today and for outlining the latest report from the Office of the Prosecutor. As noted by other members, we express our disappointment that the Deputy Prosecutor could not deliver her briefing in person as required by the Council. Mr. President, I wish to highlight three key points. First, the UK acknowledges the positive developments reported by the Office of the Prosecutor since the last briefing session. Notably, the conclusion of the confirmation of charges hearing in the case of Khaled Mohamed Ali El Hishri occurred yesterday. This follows his arrest and transfer to the Court late last year. These proceedings mark a significant moment for victims and affected communities in Libya. It is important to point out that many victims of the alleged crimes were represented during the proceedings held in Court this week. Such actions clearly illustrate that accountability is achievable. Additionally, Mr. President, the UK is pleased to see the ongoing cooperation between the Office of the Prosecutor and national authorities, consistent with the principle of complementarity. Specifically, information provided by the ICC Office has played a vital role in domestic cases related to alleged human trafficking offenses in the Netherlands. This reflects a productive relationship between the OTP and local authorities. We also urge Libyan authorities, including the Office of the Attorney General, to take proactive measures to support further advancements in accountability. Finally, Mr. President, the UK reaffirms its commitment to supporting the Court and maintaining its independence. We oppose the sanctioning of individuals or organizations linked with the Court. Mr. President, promoting accountability is essential for ensuring stability in Libya. The developments reported today are encouraging in this respect. The UK reiterates its commitment to the Court's efforts in delivering justice to the people of Libya.
