UK France Small Boats Deal Sealed for £662m Boost

The UK France small boats deal aims to address the ongoing challenge of illegal crossings in the English Channel, with a new £662 million agreement established between the two nations. Home Secretary Shabana Mahmood formalized this three-year deal on Thursday, which will deploy at least 50 riot-trained police officers to French beaches to combat violence and manage "hostile crowds." A man in a migrant camp in northern France expressed his desperate situation, stating, "In France, I'm homeless, but in the UK, I could live like a normal human being." Similarly, a woman expressed her desire to reach the UK, citing its democracy and the protection it offers to individuals in need. In the prior agreement inked in 2023, the UK disbursed £476 million to France for additional patrols aimed at disrupting human smuggling networks. This initiative promised to enhance the metrics for measuring progress and had both parties commit to improving small boat interception rates. Following the agreement, approximately 700 law enforcement officials patrolled French beaches, which is set to increase by about 42% under the new agreement, taking effect in the summer. With nearly 1,100 law enforcement, intelligence, and military officers assigned to northern France, the primary focus remains on tracking illegal migrants to prevent boarding. France will introduce a new vessel and deploy over 20 additional maritime officers to combat the issue of so-called taxi boats. Funding of about £501 million will be allocated to intensify enforcement on beaches, with an additional £160 million contingent upon successful implementation of new tactics to mitigate crossings. However, this latter amount may be reduced after a year if no significant drops in crossings are observed. In the past two months, French authorities reportedly intercepted six migrant boats, returning all individuals to France, while five smugglers have been sentenced to prison and deportation. Critics from both the Conservative and Reform parties argue that the UK should withdraw from the European Convention on Human Rights (ECHR) to effectively stop these crossings. In response to the agreement, Conservative MP Chris Philp voiced concerns, stating, "The government is relinquishing half a billion pounds without ensuring any stringent conditions." He highlighted that France only intervened in a third of embarkations last year and even allowed some illegal immigrants to reattempt the crossing. Reform UK's spokesman on home affairs, Zia Yusuf, called the agreement "astonishing," branding it a misuse of taxpayer money that could fund much-needed resources, such as additional nurses or police in the UK. The Liberal Democrats argue that the only effective way to deter crossings is to disrupt the business model of criminal gangs and establish a significant returns agreement with France. The Refugee Council emphasizes that the focus should shift away from policing the Channel and toward assisting vulnerable individuals seeking safety. Imran Hussain, the council's director of external affairs, pointed out, "Policing alone cannot deter desperate individuals from resorting to perilous small boat crossings. Without secure pathways to reach the UK, these individuals are compelled to undertake dangerous journeys." Meghan Benton from the Migration Policy Institute noted that increased funding and stricter targets may not adequately address safety concerns regarding the French authorities' approach. She highlighted that French police have cautiously escalated intervention efforts but remain wary of actions that could endanger migrants on overcrowded boats. In August 2025, the Labour government entered a separate "one-in-one-out" agreement with France, allowing the UK to return some small boat arrivals while admitting an equal number of migrants from France who have not attempted the journey to the UK. By February, 305 individuals had been returned to France under this scheme, while 367 newcomers arrived in the UK.
