The Manitoba 2025 draw was held on Wednesday, December 31, 2025, marking the province’s final Provincial Nominee Program (MPNP) draw of the year. During this New Year’s Eve draw, Manitoba issued a total of 421 Letters of Advice to Apply (LAAs) to eligible immigration candidates.
This draw highlights Manitoba’s continued focus on addressing labor shortages, particularly in the healthcare and public service sectors, while also supporting regional, Francophone, and ethnocultural communities.
Candidates considering Manitoba immigration are strongly encouraged to assess their eligibility under enhanced PNP streams, as targeted draws like this continue to shape provincial selection trends.

Skilled Worker Stream Dominates The Manitoba 2025 Draw

Out of the 421 LAAs issued, 353 invitations were granted through the Skilled Worker Stream, with a strong emphasis on healthcare-related occupations. Manitoba specifically targeted candidates who were currently employed in Manitoba, a requirement that had to be clearly declared in the candidate’s Expression of Interest (EOI) profile.
This approach aligns with Manitoba’s broader immigration strategy of retaining skilled workers who are already contributing to the provincial labour market and are more likely to settle long-term.

Healthcare Occupations Targeted In The Draw

The Manitoba 2025 draw prioritized several healthcare and health-adjacent occupations under specific National Occupational Classification (NOC) unit groups. The following NOCs were considered:
  • NOC 00013: Senior managers – health, education, social and community services, and membership organizations
  • NOC 12111: Health information management occupations
  • NOC 13112: Medical administrative assistants
  • NOC 21110: Biologists and related scientists
  • NOC 21120: Public and environmental health and safety professionals
  • NOC 41301: Therapists in counselling and related specialized therapies
  • NOC 41404: Health policy researchers, consultants, and program officers
  • NOC 44101: Home support workers, caregivers, and related occupations
These selections reinforce Manitoba’s ongoing need for healthcare professionals across both clinical and administrative roles, a trend that has remained consistent throughout 2025.

Strategic Recruitment Invitations Issued

Beyond the healthcare-focused Skilled Worker draw, Manitoba issued an additional 68 LAAs through a Strategic Recruitment Initiative. These invitations were extended to candidates under both pathways of the Skilled Worker Stream:
  • Skilled Worker in Manitoba
  • Skilled Worker Overseas
Strategic recruitment initiatives allow Manitoba to directly invite candidates who meet specific labor market needs, even if they are not among the highest-ranking EOI profiles.

The 68 strategic recruitment invitations were distributed across several priority categories as follows:
  • Employer Services: 7
  • Francophone Community: 13
  • Regional Communities: 32
  • Ethnocultural Communities: 13
  • Temporary Public Policy for Work Permits for Prospective PNP Candidates (TPP): 3
This distribution reflects Manitoba’s balanced immigration approach, combining economic priorities with community-driven settlement objectives.

Express Entry Candidates In The Manitoba 2025 Draw

Of the total 421 LAAs, 118 invitations were issued to candidates who had:
  • A valid Express Entry profile, and
  • A job seeker’s validation code
This confirms Manitoba’s continued use of Express Entry-aligned nominations to fast-track permanent residence applications through Immigration, Refugees and Citizenship Canada (IRCC).
Candidates nominated through Express Entry-linked streams benefit from faster federal processing times after receiving a provincial nomination.

Why Some Eligible Candidates Did Not Receive An LAA

The MPNP outlined common reasons why otherwise eligible candidates may not have received an invitation in this draw. These include:
  1. Declaring completion of an approved language test without providing a valid test number in the EOI, or using an expired test result
  2. Receiving an Invitation to apply, but failing to include a valid invitation number in the application
Candidates facing these issues are advised to update their EOI profiles promptly to ensure eligibility for future draws.

Important Notice For Regulated Occupations

Manitoba also cautioned candidates working in regulated occupations. Even if licensed in another jurisdiction, applicants must demonstrate proof that they meet Manitoba’s licensing requirements.
Candidates who cannot provide this proof are advised to decline their LAA, as applications may be refused if licensing eligibility is not clearly established
