Housing associations have recently received notable consumer grade ratings, with three organizations achieving a C1 grade, including two upgrades, according to regulatory judgements released by the Regulator of Social Housing on Wednesday, 27 May. However, the findings also highlighted significant shortcomings at Rugby Borough Council (Rugby BC) regarding the local authority's compliance with the Rent Standard. Sanctuary Housing Association earned a C1 upgrade after demonstrating effective improvements in its repairs service, showcasing its ability to deliver timely and efficient residential repairs. The Regulator of Social Housing affirmed this upgrade while maintaining Sanctuary's governance grade at G1 and its financial viability grade at V2. Sanctuary manages over 85,000 social homes throughout England from its headquarters in Worcester. Similarly, Railway Housing Association also achieved a C1 upgrade, with its governance and financial viability grades remaining the same at G1 and V2, respectively. Based in Darlington, Railway Housing has improved its repairs service and has shown progress in executing its Resident Engagement Strategy. This includes enhancing the accuracy and relevance of information understanding the diverse needs of its tenants. Regenda Limited received a governance upgrade to G1 and its first consumer grade of C1, alongside an unchanged financial viability grade of V2. Regenda effectively met the expectations of consumer standards and provided substantial evidence of strong governance arrangements. This enables the organization to manage risks effectively and meet its strategic and charitable aims. Owning or managing around 13,000 homes primarily in the North West, Regenda has been found to comply with financial viability requirements, although it must mitigate certain risks to ensure ongoing compliance. Kate Dodsworth, Chief of Regulatory Engagement, stated: "Our role is to hold landlords accountable and promote continuous enhancements for good quality homes and services. Achieving a top housing associations rating indicates that a landlord meets our minimum standards, but there's always potential for improvement." She continued, "It’s quite uplifting to see landlords responding constructively to our feedback and making necessary changes for better homes and services for tenants." The RSH discovered serious non-compliance issues with the Rent Standard at Rugby Borough Council after the authority overcharged around 4,000 tenants and former tenants. This mix-up resulted in a total of approximately £415,000 in overcharges due to rent setting errors. The rents have since been rectified, and ongoing engagement between RSH and the local authority is expected to ensure improvements and proper remedies for tenants. Rugby BC’s consumer grade of C3, assigned in February 2026, remains unchanged. Dodsworth noted that the council is working constructively with RSH to resolve these issues and emphasized, "We anticipate concrete evidence of meaningful improvements, focusing on managing risks to tenants and ensuring those affected receive appropriate redress."
