To be eligible for the scholarship, students must be: first-time applicants from a non-European Union state, whose household does not file taxes within the European Union, and who have been admitted to the Undergraduate or Master’s program.

There are a few groups of students who are not eligible for the scholarship, including Swiss and Norwegian applicants, candidates who have dual citizenship, including EU citizenship, and candidates from Quebec for a master’s degree (since they may take advantage of sliding scale fees the same as European applicants). However, candidates from Quebec for a bachelor’s degree are eligible.

To apply for the scholarship, candidates must indicate that they are applying for the Emile Boutmy scholarship in the “Financial information” section of their Sciences Po application. You will also need to provide proof of income and documents explaining your family situation (e.g. income tax return for both parents, payslips, divorce certificate, unemployment benefits, documents related to alimony, child support or retirement pensions, death certificate) for an application at the undergraduate level. For an application at the graduate level, no additional documents must be attached, but note that the university might ask applicants to provide proof of income if necessary.

The deadline for the undergraduate program for applicants from foreign secondary schools is February 22, 2023, and for applicants from French secondary schools is April 10, 2023. The deadline for the master’s program is November 30, 2022.
