Landfill Permit Changes Slash Odour Risk, Says Agency

Landfill permit changes have recently been implemented by the Environment Agency to mitigate odour issues at the Jameson Road landfill site. This modification to the operator Transwaste’s permit restricts the acceptance of waste types likely to generate unpleasant smells, focusing solely on inert materials such as soil, concrete, and bricks. The aim of these landfill permit changes is to minimize the quantity of household waste present on the site, which has been linked to odour emissions, as ongoing efforts to permanently cap the area continue. Additionally, this permit modification mandates the operator to formulate and install continuous monitoring technology for hydrogen sulphide. This air quality monitoring will be deployed at four or more locations surrounding the landfill’s perimeter and will be under the responsibility of Transwaste for its upkeep. John Neville, the Area Environment Manager at the Environment Agency, emphasized, "The community should not have to tolerate odour pollution, and we have made this clear to Transwaste. This permit variation will diminish future odour risks by barring the landfilling of wastes that contribute to local odours. We are urging the operator to expedite the permanent capping of two landfill cells to control odours effectively. Should improvements not be forthcoming, we will take necessary further actions." Field officers are actively overseeing the landfill situation. Transwaste has the option to appeal the Environment Agency’s permit changes to the Planning Inspectorate. If an appeal occurs, the modification will remain in effect until a decision is rendered by the Inspector. On May 7, the Environment Agency issued a new Regulation 36 enforcement notice aimed at ensuring the operator prioritizes the implementation of temporary capping on the southern part of Cell 6 to mitigate odour problems.
