Neighbourhood Guarantee initiatives are set to provide communities with clear guidelines on the public services they should expect in their areas, as announced today (21 May). This significant change introduces a Neighbourhood Guarantee that will establish minimum expectations for essential services like cleaner streets and pothole repairs, which local residents depend on. New Community Power Pilots will be launched, allowing councils, community groups, and residents to co-design local services. In terms of preventing exploitation, the government is embarking on decisive action against firms profiting from public services. New legislation has been introduced to enforce a profit cap, targeting companies that take advantage of vulnerable services. Additionally, comprehensive reforms to the children’s social care sector aim to rectify the flawed placement system, prioritizing the welfare of children. This includes expanding fostering opportunities and ensuring residential care is utilized only when absolutely necessary. Any future cap on profits from private providers involved in caring for vulnerable children will be based on rigorous assessments and consultations. Regarding local high streets, their condition reflects the public's perception of national progress. Increasingly, communities are witnessing a prevalence of vape shops and gaming establishments in areas that were once vibrant with shops and restaurants. For instance, one street in Manchester now hosts 51 vape shops. While some businesses assist individuals in quitting smoking, the concentration of these shops is excessive and unwanted by the local populace. Community leaders are eager to take action but often lack the authority. Adult gaming centers tend to cluster in economically disadvantaged areas, warranting the introduction of Gambling Impact Assessments. These assessments will enable councils to limit gambling establishments within their boundaries. New powers will empower councils to restrict specific shops in high streets, manage vacant spaces, and convert them into service delivery or community activities. This measure follows the establishment of the Home Office's High Street Organised Crime Unit, which will focus on criminal activities originating from businesses like vape stores and barbershops. In alignment with the English Devolution and Community Empowerment Act that granted new rights and funding to mayors, recent approvals facilitate further power transfers. Mayors will now make decisions on Transport and Works Act Orders in their regions, expediting the development of new public transport systems like tram networks. Moreover, collaboration with the Mayor of Liverpool City Region will test new place-led strategies aimed at improving school performance, with assistance from Deputy Mayors for Health in Greater Manchester and South Yorkshire. The commitment to empower residents extends to their homes through the Renters Rights Act and ongoing reforms for commonhold and leasehold properties. Many social housing tenants continue to pay high service charges without receiving adequate service from their councils and contractors. The government is firmly dedicated to the Right to Manage program, easing processes for social housing residents to take control, similar to how the Blenheim Gardens estate in Brixton was revitalized. Efforts will be made to ensure safety and simplicity for landlords overseeing these properties while fulfilling the Law Commission's recommendations on leasehold rights management during this parliamentary term.
